Directorate of Human Rights, Gender, and the International Humanitarian Law

Mission:

Guaranteeing and protecting the application of norms and principles of rights, freedoms, and people´s guarantees through technical assistance, regulations, evaluation, organization, support, and operational coordination to strengthen in the personnel of the Armed Forces an awareness of respect for Human Rights, Gender, and the International Humanitarian Law framed in the Constitution of the Republic of Ecuador and the International Agreements.

Powers and Responsabilities:

    1. Advising at the Strategic, Operational, and Tactical levels on normative issues of Human Rights, Gender, and the International Humanitarian Law.
    2. Supervising the preparation of proposals and legal analysis of regulations, bills, and international instruments on matters of Human Rights, Gender and the International Humanitarian Law.
    3. Integrating the law component in the programming and execution of Agreements and inter-institutional projects related to Human Rights, Gender, and the International Humanitarian Law.
    4. Supervising the follow-up and monitoring of alleged violations and infractions to the Human Rights, Gender, and the International Humanitarian Law.
    5. Advising the fulfillment of actions and programs to promote respect for the rights of international protection on the northern border by the Armed Forces;
    6. Advising on actions and programs to promote and monitor issues related to the use of force during states of exception in which members of the Armed Forces intervene.
    7. Coordinating permanently with domestic and international organizations in the field of Human Rights, Gender, and the International Humanitarian Law.
    8. Coordinating and supervising permanently the training in Human Rights, Gender, and the International Humanitarian Law for the personnel of the Armed Forces;
    9. Supervising the compliance with the programming and execution of Agreements and inter-institutional projects related to Human Rights, Gender, and the International Humanitarian Law.
    10. Complying with the participation in inter-institutional commissions and/or committees related to Human Rights, Gender, and the International Humanitarian Law.
    11. Supervising the execution of the annual management plan for Human Rights, Gender, and the International Humanitarian Law, in compliance with the General State budget and international cooperation.
